In the meantime, while we wait for Godot, why not a trial run (weekends or one day of the weekend?) of a bus, SEAT or some charter, that runs from the hotels in Norwich to one or both casinos, goes to NL train station and loops back the same way (Norwich hotels have shuttles now).
No cost to travelers (and no stops in between).
Schedule and route announced in advance. Miss the bus? In an hour, there's another. Meanwhile, the patron count buttresses the argument for a rail shuttle between New London and Norwich.

@Obi N. Great comments. Please know that we have already embarked on a plan similar to HART LIFT - the Norwich Revitalization Program (NRP). NRP and HART LIFT are nearly identical. Both funded by American Rescue Plan dollars and both focused on kick-starting the economy from the bottom up. Pound-for-pound, dollar-for-dollar we are at or above the level of impact the HART LIFT program has made. So far we have awarded nearly $1.8 million to 20 small businesses for the type of work you've identified (not all downtown) and another $2.4 million to incentivize large scale development that's adding nearly 75 jobs to the Norwich economy and just as important adding to the tax base to take pressure off the individual Norwich resident. Combined, both efforts will create or sustain nearly 200 jobs and will bring 60 market rate apartments to the downtown - that's feet on the street and part of the vibrancy equation! We're doing it Obi! Stay tuned.

@Kevin Brown When I mention downtown, I am specifically thinking of Main Street and the empty storefronts and buildings. Its such a shame to see such beautiful buildings sit empty and in dispair. I would love to invest on that street in particular, and bring nice affordable housing but the economics would'nt work if there's no retail. I'm really rooting for Norwich in a big way. I see a ton of potential, and I hope I can be part of the solution.

The amount of taxes generated from out of town business patrons could be worth the cost alone. Norwich, because of the casinos, already pulls in a large number of out of towners. The problem is, there are no other major draws to the area. Downtown/main street storefronts need to be filled. Block parties, food competitions, music festivals need to be planned to attract tourists. The city of Hartford went on a mission to revitalize empty storefronts and did a very good job in doing so. The program is called HART LIFT. If the city of norwich embarked on a mission similar to this, I guarantee you, it would become a go to destination. Small business is the key to a revitalized downtown. A rising tide will lift all boats.
