What is Envision06360?
It is the City's Plan of Conservation and Development (POCD).
The Plan of Conservation and Development (POCD) functions as the City’s Master plan. It serves as a guide for the future of the City over the next ten years. It formulates a vision for the future that is based on the resources and constraints in Norwich today.
Envision06360 will establish a vision for Norwich's physical layout and form, economic and social health, and overall quality of life. That vision provides a foundation for policy and funding decisions and informs the City's Zoning Regulations, which protect the health, safety, and welfare of the people of Norwich. Envision06360 will provide specific strategies and action steps necessary to move toward realizing the vision set out in the plan.
The POCD is a long-range, visionary document developed with the input from stakeholders including but not limited to people live and work in the city, owners of residential and commercial properties, business owners, and City Boards and Commissions.

Phases
Envision 06360 - Post Adoption and Submission to the State of Connecticut.
Envision 06360, also known as the Plan of Conservation and
Development (POCD), is a strategic plan for the development of
the City of Norwich. Envision 06360 documents the state of the
City and provides a guide for its future over the next ten years. The
POCD is an advisory document, which is intended to guide local
actions and provide a framework for decision-making based on
the existing conditions, resources, and constraints present in the
City.
Envision 06360 establishes a vision for Norwich’s physical
development, economic and social health, and quality of life. That
vision provides policy foundations and funding guidance, and
informs the City’s Zoning Regulations, which are in place to protect
residents’ health, safety, and welfare. The POCD outlines specific
strategies and actions necessary to realize this vision.
Envision 06360 was developed with input from City residents,
businesses and collaborators, elected officials, and City staff.
Outreach included events throughout the City, public workshops,
meetings with key partners, an online survey, and the City’s public
outreach website.
The State of Connecticut requires that municipalities review and
update their POCDs at least every ten years to remain eligible
for discretionary State funding. The POCD must be developed in
accordance with the requirements outlined in Connecticut General
Statutes (C.G.S.) Chapter 126, Section 8-23 (and as amended).2
The POCD involves extensive data collection and synthesis, as
well as discussion with City staff, neighborhood organizations,
business owners, key partners, and the general public. Envision
06360 contains a range of topics and recommendations based
on foundational data analysis, as well as the collective knowledge,
guidance, and goals of the City community and municipal
government. Taken together, Envision 06360 communicates
expansive ideas about future policies, goals, and standards for the
improvement of the City of Norwich over the next 10 years and
beyond.
Envision 06360 builds off efforts over the last 10 years to move
Norwich forward with a cohesive and comprehensive vision for
the City. The POCD is meant to guide municipal and private
development by establishing a long-term vision rooted in
community feedback, while also guiding short-term decision making. This update of the POCD allows for land use and
development decisions to remain consistent with the overall vision
for the City of Norwich.
Various planning-related topics are not confined to the municipal
boundaries of the City, such as water quality, waste management,
wastewater, transportation, and economic development. As such,
it is important that consistency with State and regional plans
occurs throughout this living document.
